VTI Associates Provides

VTI Associates was founded in 1998 to provide consulting services to corporations and the legal community.  We operate from locations in Las Vegas, NV and the Austin/San Antonio area of Texas.

VTI Associates provides expert witness, security consulting, and training services to both public and private sectors. We specialize in consulting on security operations, staffing, and policy development.  Our security expert witness services include consulting expert and testifying expert services for attorneys involved in premises security and negligent security litigation. We address crime foreseeability, standard of care, failure to protect, and training of staff. We specialize in security operations, use of force, firearms and weapon use, shootings as well as alcohol service standards and nightclub/bar security operations.

Our training services offer a full spectrum of training options from basic security officer training to advanced courses that include arrest and control, handcuffing, defensive tactics, less lethal tools, firearms and use-of-force.  Our de-escalation, active shooter and workplace violence prevention courses are second to none in national popularity

Steven T. Baker, CPP, PSP, PCI, is President of VTI Associates and has over 30 years of experience providing security, training, and investigative services. His experience includes conducting vulnerability and risk assessments, security operations, investigations, executive protection, litigation support, and providing training in firearms and self-defense.

Expert Witness Training Courses

Having earned a Master of Science Degree in Security Administration from the University of Detroit, a Bachelor of Science Degree in Criminal Justice from Lake Superior State University, and an Associate of Science Degree in Business from Lansing Community College Steve continued his education while enrolled in the Public Affairs-Workforce Development and Organizational Leadership Doctoral program at the University of Nevada-Las Vegas. While at UNLV Steve accumulated 50 post-master’s credits in research methods, criminology, education, and hospitality. During my graduate studies I was involved in researching alcohol awareness programs, alcohol server interventions, and factors leading to aggression in licensed alcohol service venues


Steve has earned three board certifications, first in Security Management as a Certified Protection Professional (CPP), second, in Physical Security as a Physical Security Professional (PSP), and a third in Investigations as a Professional Certified Investigator (PCI), all granted by ASIS International. Additionally, he has earned certification as a Certified Protection Officer (CPO) and a Certified Protection Officer Instructor (CPOI) by the International Foundation for Protection Officers (IFPO).

Having earned multiple instructor and instructor-trainer certifications in security related disciplines Steve frequently instructs on topics including firearms, defensive tactics, handcuffing, pepper spray, baton, tactical communication and incident de-escalation, and use-of-deadly force.  He is a state certified instructor for concealed firearms courses by the states of Nevada and Utah and a certified instructor for security officer firearms training in Nevada and formerly in Arizona and California. Steve teaches civilian firearm courses in his role as Training Counselor at the Boulder Rifle & Pistol Club in Boulder City, NV.


Steve is former Chapter Chairman and Education Committee Chairman for the Las Vegas Chapter of the American Society for Industrial Security (ASIS), former member of the ASIS Hospitality, Entertainment, and Tourism Council (HEAT), and was a founding member of the TASER Professional Security Advisory Board. Currently, Steve is a member of ASIS, the International Law Enforcement Educators and Trainers Association (ILEETA), the International Association of Law Enforcement Firearms Instructors (IALEFI), The International Association of Crime Analysts (IACA), The International Association of Certified Surveillance Professionals (IACSP), and the International Association of Professional Security Consultants (IAPSC).

Community Involvement

Steve has served as an Instructor with the UNLV International Gaming Institute (IGI) lecturing on security for Bars, Nightclubs and Use-of-Force for Security, a former Adjunct Instructor in Criminal Justice at the University of Phoenix, a former Adjunct Instructor at Southwestern College, and a former instructor with TAM Nevada’s Techniques of Alcohol Management course.


Steve holds professional licenses in five states. He is licensed as a Private Investigator and Private Patrolman in Nevada, A Security Consultant, Private Investigator and Security Company in Texas, and a Private Investigator in California, Arizona, and Colorado.

Dennis Fivecoat, Instructor

Dennis Fivecoat is a retired US Army physician assistant (PA-C) with a wide variety of functional background and experience.  He has seen service in 8 different countries encompassing desert, jungle, snow, and maritime missions. His past responsibilities range from combat in SW Asia to hospital duties as an ICU nurse in South Carolina.  He has responded during national hurricane relief efforts and somewhat smaller Defense Support to Civil Authority (DSCA) missions.
As a paratrooper in the 82nd Airborne Division, Dennis Fivecoat participated in Operation Desert Shield / Storm. Later, he also participated in the relief and stabilization efforts after Hurricane Andrew in August 1992. This would prove to be the first test of the Federal Response Plan. In March of 1994, Dennis participated in response to the Pope AFB plane crash incident. In 2003, Dennis became a “plank owner” in the newly created US Northern Command (NORTHCOM) where he represented FEMA regions VI & VII (9 US states).
During the response to Hurricane Katrina in October 2005, Dennis supervised the preparation of soldiers deploying to Louisiana. This included immunizations and other medical readiness issues, distribution of first aid kits & medical supplies, last minute training for the mission, and current intelligence briefings for key leaders and deploying troops.
In February 2008, as the physician assistant for the 92nd Civil Support Team (CST) he responded to the ricin incident in Las Vegas. Dennis served as the on-scene medical coordinator and liaison to the Las Vegas Metropolitan Police Department (LVMPD), the Federal Bureau of Investigation (FBI), and the Centers for Disease Control (CDC). During his CST assignment, he has also served in numerous exercises and real-world missions in support of first responders to include the FBI, and the US Secret Service.
In 2009, Dennis was the senior medical officer for the Nevada National Guard during the H1N1 (Swine Flu) pandemic in the United States. Dennis served as the senior medical advisor to the state emergency management staff. While doing so, he supervised training and other preparations for response support. This included conducting and participating in daily briefings at the state level.

Dennis Fivecoat retired from the US Army in 2010, and began private consulting on CBRNE, DSCA, terrorism, and force protection issues. In October 2014, Dennis participated in the response to the Ebola virus exposure of several health care workers in Dallas, TX. This included several level A and level B entries to a potentially contaminated area. Due to this intervention, investigative data was obtained and remediation of potentially contaminated materials was conducted. This directly resulted in the prevention of contamination and the return of public confidence.

Dennis Fivecoat has earned a Bachelors of Science Degree in Physician Assistant Studies from the University of Texas, Health Science Center, San Antonio, and a Masters of Physician Assistant Studies from the University of Nebraska Medical Center. He also has completed a Master of Arts Degree in Legal Studies from Texas State University. Dennis is an internationally certified Hazardous Materials Technician who has participated in stimulant and live agent training with numerous chemical, biological, and radiological weapons.
Dennis has participated in training with all branches of US military service, various special operations forces, the US Coast Guard, and numerous alphabet agencies. He is a frequently invited guest speaker and instructor for WMD/CBRNE, hazardous materials, and tactical/austere medicine. He is also a very active firearm and defensive tactics instructor with over 25 nationally recognized instructor certifications.

Scott Leonard, Instructor

Scott is firearm Instructor based in Nevada.   His career in Law Enforcement spanned 25 years and included working for the Ashland County Wisconsin Sheriff’s Department as a Deputy Sheriff, Las Vegas City Department of Detention as a Corrections Officer, Boulder City Police Department as a Police Officer/Detective and the North Las Vegas Police Department as a Rangemaster/Armorer.

Currently Scott is part of our Las Vegas based firearm training team.  He is the Chief of Training for the Boulder Rifle and Pistol Club in Boulder City, Nevada where he has volunteered as an instructor since 1995.

Scott has been a firearms instructor since 1988, teaching both Police Officers and civilians. He has attended numerous firearms classes offered by Nevada POST, Gunsight, Thunder Ranch, Defense Tactics International and the Yavapai Firearms Academy.

Scott has instructed several Nevada POST Police Academy and Rangemaster schools and has been a Nevada CCW instructor since 1995.  He holds NRA certifications for Chief Range Safety Officer (CRSO), handgun, personal protection inside and outside the home. Working with VTI, Scott has trained private security Officers in range operations and firearms.

Scott has a BS degree from the University of North Dakota in Criminal Justice and has been an armorer for the following weapons systems; Glock, Sig Sauer, Springfield XD, Remington 870, H&K USP and MP 5, and the  Colt AR 15/M 16 sys
